Importing seafood into USA is controlled by the Food and Drug Administration (FDA), the National Marine Fisheries Service (NMFS) and the Fish and Wildlife Service (FWS).

There’s restriction on the quantity of caviar that can be brought into the U.S. by travelers to 125 grams which is enforced by the FWS. If you are found more than that quantity, the goods will be subject to seizure. There are also restrictions on commercial importations.
Importing seafood such as shrimp, prawns and products that contains shrimp or prawn from most of the countries is banned. However, some countries are admissible for which The Department of State, Office of Marine Conservation has provided Customs and Border Protection (CBP) with a list of countries they have certified.

For the list of certified countries to import seafood and related products, you can visit https://www.federalregister.gov/ and search for the current “Annual Certification of Shrimp-Harvesting Nations” published on 1st May each year.
All seafood Importers are obligated to submit a form DS-2031 (formerly DSP-121) to CBP with all imports of shrimp or products of shrimp, regardless of certification status of the country of harvest.
Imports from countries that have not been certified by the Department of State must be accompanied by an original form DS-2031 submitted, with a Responsible Government Official’s information and signature in Block 8 to obtain CBP release.
